Guns are a leading cause of death among children and teens ages 1 – 17 in Colorado. The gun death rate in Colorado has increased by 48 percent over the last decade, affecting both urban and rural communities. The injuries and deaths caused by gun violence are a matter of public health and community well-being.
The Community Crime Victims’ Services (CCVS) program, created by the General Assembly in 2018 and appropriated through the Colorado Department of Public Health and Environment (CDPHE), brings a public health approach to victims’ services, targeting underserved victims of crime. Colorado data show that young people, men and people of color in Colorado are less likely to know of victims’ services and access them despite experiencing higher rates of crime and violence.
CCVS exists to support underserved victims of crime and to reduce the risk of repeat victimization. It accomplishes this mission by investing in community-driven solutions offering culturally and gender-responsive services to encourage accessibility among Colorado residents most impacted by violence. The program embraces six main categories of services:

Surging rates of gun violence warrant comprehensive intervention and prevention efforts. Community violence intervention and prevention initiatives (CVIPI) bring a public health approach designed to reduce gun violence through the outreach of credible messengers complemented by community leaders, experts and stakeholders across disciplines. Community and faith-based organizations occupy a central role in CVIPI to identify neighborhoods and people most impacted by gun violence, change behavior and interrupt cycles of violence.
The Latino Coalition for Community Leadership (LCCL) serves as the third-party administrator of the grant program, offering community and faith-based organizations (CFBOs) vital support to access and manage government grant resources, including technical assistance for program impact, financial management, data collection systems, and ongoing technical assistance to ensure compliance with grant requirements.
This CCVS Request for Proposals will fund up to two grant awards to eligible entities specializing in community violence intervention and prevention in Denver, Adams and/or Arapahoe counties.
Meet The Latino Coalition for Community Leadership (LCCL)
The LCCL is guided by the belief that historically under-resourced communities have innate wisdom and deserve to be equitably resourced to take a bold and influential role in shaping their future. Specifically, the LCCL supports community and faith-based organizations (CFBO) working in under-resourced communities. While deeply connected to local issues and solutions, these organizations are often overlooked due to a need for more infrastructure and organizational capacity.
Since 2003, the LCCL has helped grassroots organizations compete for, procure, and effectively manage government and philanthropic grant funds through hands-on support and tailored technical assistance. Our concentrated and sustained approach results in more accessible and responsive services for individuals and families, demonstrating social returns to build sustainable community and faith-based partners.
Who is Eligible to Apply:
A nonprofit organization in good standing and registered with the federal Internal Revenue Service and the Colorado Secretary of State's Office; Non-Profit Community Based 501(c)(3) designation.
A tribal agency or program (tribe listed on the Federal Register published by the Bureau of Indian Affairs or a tribal organization with a tribal authorizing resolution)
School Districts, BOCES, Charter Schools, Facility Schools
A professional who is regulated by the department of regulatory agencies. (Entities must be registered in good standing as a nonprofit with 501(c)(3) status, including nonprofits that employ or contract DORA licensees.)
Note: For-profit organizations and units of government are not eligible to apply.
Preference Criteria
The Community Crime Victims Services (CCVS) Grant Program for Fiscal Year 2025–2026 will implement innovative strategies to deepen impact, enhance collaboration, and expand prevention efforts through public health and community-centered approaches. Targeting historically underserved victims, particularly youth under the age of 18, the program will provide culturally responsive, gender-responsive, and trauma-informed services aimed at reducing the risk of repeat victimization. Grantees will adopt evidence-informed prevention and intervention strategies that interrupt immediate violence transmission in communities, and shift behaviors through mentoring, counseling, and peer support, while fostering community-wide education that promotes nonviolence, safety, and accountability.
Collaborative partnerships among nonprofit organizations, public agencies, law enforcement, and community stakeholders will be essential, facilitating data sharing and joint problem-solving. Additionally, proposals will prioritize evaluation and accountability, ensuring meaningful data collection and continuous improvement aligned with CCVS program goals.
Grant Funding and Target Area
This Request for Proposals (RFP) seeks to award up to two grants to eligible entities in Colorado, with a maximum award amount of $140,000 for each grant. It is important to note that under this RFP, grant awards may not be distributed equally; the merit of each proposal will be a significant factor in the award determination process.
This RFP cycle will cover an 11-month period ending on June 30, 2026.
It is anticipated that up to two grant awards will be made under this RFP, with a focus on supporting programs in either Denver, Arapahoe, or Adams counties. While applications from other geographic areas are welcome, funding is not guaranteed in any specific region.

A Proposers Conference will be hosted on June 17, 2025 at 4:00 p.m. MST. This webinar provides prospective applicants with the opportunity to receive guidance regarding the RFP, including questions about eligibility, allowable activities, and basic program design. Registrants will receive a confirmation email with a calendar invitation and meeting link upon completing the registration form.
Deadline for Submission of Proposals
To be considered for funding, the proposal, budget, and budget narrative must be submitted electronically through the GivingData Grantee Portal (instructions provided below) by 5:00p.m. MST on July 3, 2025. Submissions of proposal documents via email are notacceptable and will be rejected.
